All community help posts say to turn on ActiveX I need to go to the Tools option in Internet Explorer. Posts say hit Alt button and menu will appear. Doesn't happen. All I can get to is a Settings

Did you already try changing the default app for the file by right-clicking the file and then click Properties. On its properties, click the change button on Opens with then change back the default app for the file from open with internet explorer. Do report the result here afterward. Thank you.
I have a Gateway mini laptop with Windows 7, IE 9. I switched it on after a few years and Now I cannot access most websites, specifically at the second level. I have tried most of the applicable fixes from the Net, but nothing worked. It is not even updating the Windows 7 and from IE 9 to IE 11. Internet connection is fine.
