To get started, in Settings > Camera > Formats, do you have High Efficiency or Most Compatible selected here? If not, try enabling this setting and test the issue again. If you choose Most Compatible, your iPhone should record all videos in the H.264 format. Having High Efficiency enabled here would record videos in the HEVC format.
