New skin drops are possible to unlock from 11th February 7:00pm UTC until 18th February 7:00pm UTC. All available Items has been divided into two groups: Rust Drops and Streamers Drops. They are untradable and unmarketable. To get skins you have to watch any streams with Drops Enabled tag.
It’s definitely not 12-24. I have 1200 hrs and have got maybe 5 items. All of them being dumb things like signs and picture frames. I have gotten 2 items in the first 30 or so hours I played. 1200 hours now and not one single other item drop for me after those two. 1000 hours here and never got a single one.

Generic Drops are broken at the moment. Not sure when it will be fixed. Normally you would get them on ANY Rust dropenabled stream AND at the same time as getting streamer specific drops. But it's not working correctly, some people have been able to get a few percent but it's not counting correctly.

That being said I have almost 1K hours in game and I believe it is based on in-game time. I don't think I've ever played on the official servers & I have a few. doesn't the word "random" ring a bell? :P. I always thought you had to play on official Facepunch servers in order to receive a random skin drop in your steam inventory.
When rust is running it uses 30-50% of my GPU but i'am 100% sure my pc uses the graphics card. Also i had to set my graphics to HIGH QUALITY in Nvidia control panel so my graphics card runs 100% on other games. Btw my friend's runs Rust MUCH BETTER with: GTX 1660 SUPER. AMD Ryzen 5 3600 6 core 12 thread 3.6GHZ boost. 16GB RAM and SSD.
