If you keep getting this message then call the number on the back of your card to check the issue with your bank. There could be two problems: 1) PayPal may not accept the vanilla Card as a general rule or, 2) the card has not been registered at the Vanilla Card website with the same account name/address information as your PayPal account. PayPal like to verify payment methods if possible for security/risk purposes.
You will need to contact PayPal: Click "Help" at the top menu, then scroll down and click "Contact Us" and then select the phone option. Press zero when on the line to get an operator. When I went to check my Vanilla balance on their website, I was greeted with a message saying the $20 was withdrawn from the card, with no indication of it appearing anywhere on my Paypal account.

PayPal said there is no problem at their end and mentioned that I am not able to add card because card issuer (Vanilla) is not allowing it. When I called vanilla twice and the 2 customer service agents gave me totally different answers.
