I assume it's like some early 2010s YouTube where people upload and are themselves culpable for that but ok.ru doesn't seem to do anything against it. Russia has copyright laws so I'm really surprised about that. There's even super-new films in excellent quality that would be picked up by even the oldest copyright system in the net.
On Russian Film Hub, you can legally watch hundreds of Russian and Soviet movies with English subtitles for free. You can filter by genre, decade, director, and more. It's a social network. "ok" is short for "odnoklassniki", which means "classmates". The idea of this site is that people want to find what is going on with their classmates, so the target audience is old people. More like Russian Twitter for boomers. There are also many films in VK (even more), but copyright holders often delete them there.

Mine has two streaming services now that have tons of classics and obscure titles. archive.org has a load of free movies. TCM and The Criterion Channel. HBO Max has lot of classics, and Tubi is a goldmine for obscure/forgotten gems from every era.
Most of the time i watch movies on ok.ru. They have a lot of foreign movies. When the movie doesn't have eng sub, I use the Greenfish Subtitle Player to play the subtitles simultaneously with the movie. Just google the movie title with the keywords "english subtitles". It's safe. I have adblocker and don't sign up to anything. I can't answer you on the website, but you might try your local library, many if not most have dvds available to borrow. I’ve never had issues with ok.ru, other than not finding the movies in English or without a translator’s voice overdubbing the original.
try this. I just spent 4 hours trying to do this using everything (ffmpeg, youtube-dl, jdownloader, etc.) and then I smacked myself in the face for not trying the most obvious thing. Send me a message with the URL to the video and I will see if my trick works for you.
