Re-add the account & notes in settings /mail /accounts /add account - add back the yahoo account and make sure notes is toggled on. If the notes do not come back you should contact yahoo for them to fix. In the meantime use yahoo mail to use you yahoo notes. The notes are still in your Yahoo account so they still exist.

Assuming that you have already added your Yahoo Mail account to both devices, you should be able to enable synchronisation of Yahoo notes via your Mail settings: Settings > Mail > Accounts > [Your Yahoo Mail account] > Notes - set to ON. Check that you have set Notes to ON for both iPad and iPhone.
On iPhone/iPad. Go to settings>mail>accounts>tap any account and turn on Notes (repeat for all accounts). Go to settings>Apple ID (your name at the top>iCloud>iCloud backup - turn on and select "back up now." Go back to settings>Apple ID>iCloud>turn notes off - choose to keep on device.

The only Notes in iCloud are from my iPhone 14 pro. I have 999 iPad notes. In the Notes folders it appears under Yahoo. I backed up to iCloud this morning and still no Notes appeared on iCloud. The timing of this just happened to be after the 17.1 software update. And at first, no Notes were showing at all on iPad. But…I got them back.
