I was able to download the macOS High Sierra 10.13.6 full installer version thanks to a mid 2012 macbook pro with macOS El Capitan installed. All other attempts with the latest mac book pro and already installed versions of the operating system (Catalina or Mojave) have been unsuccessful.

It would be if the OP still had a working startup disk to boot from. These days, I believe it is not wise to completely erase your only copy of an old version of macOS and count on Internet Recovery.

In theory you download a full High Sierra installer from the Mac App Store. It is not listed anymore because Apple are encouraging people to use Mojave instead. There is an assumption that you know your way around the Terminal application, and can navigate into the /Applications/Install\ macOS\ High\ Sierra.app : Contents : Resource folder, and run: sudo ./createinstallmedia --volume /Volumes/USBStickName.
