Office Lens is a great app but its primary usage is the ability to capture images from paper, whyteboards and adjust it accordingly. So suffice it to say that it would be better used in a smartphone because you have it with you all the time and chances are your smartphone would have a better camera.

The OneNote v17 that you are referring to is Office 2016 or the Mobile Version. Office 2016 is an evolutionary upgrade with more polish and usability over the earlier versions. If you are talking about the Mobile Version, I use both the desktop and mobile version depending on what I'm doing.

Actually, the front layer of the touch screen is a hardened glass. You are not going to harm the touch screen glass with a mild disinfectant like a Lysol wipe. There is a plastic bezel between the glass and the metal frame that you may dull eventually. And you may discolor the metal cabinet eventually.
