I have a oculus quest 2 and was trying to play games through the link cable, but when I set up the app, it says my pc doesn't meet the minimum spec requirements, even though it does, i have a r7 3800x, and a 3060ti and 16 gb of ram.     Right click on Oculus, Properties, Compatibility, Run As Administrator. You might as well do the same for SteamVR. If you want to use the Rift without the app opening you can set the client to run as admin, but be aware that that prevents (iirc) the oculus menu and boundaries from working too.
