The initial Quicken alert stated the issue was on the TD Bank side. Contacted TD Bank, they refer users to Quicken. Please confirm this is a Quicken issue and advise if there is an ETA for resolution please. TD replied with: "Currently Quickbooks has disabled the access while an issue with the connection is being addressed.

Go over to your browser, login to TD Bank, and find your way to Account Options→Account Services→Manage Linked Apps→Financial Tool Access. You'll see Quicken. Hit the trash can to unlink it. Click on Financial Tool Access and you'll see a pending request from Quicken. Approve it.

My bank is TD Bank. If your bank (the one that runs your checking account) recently required you to reauthorize your checking account and/or your bank has changed from "Direct Connect" to either "Express Web Connect" or "Express Web Connect+" you can no longer use Online Bill Pay direct to the bank or Quicken Bill Manager's Quick Pay function.
