I am curious as to if an MVCI owner can book two villas, one for their own use and the other for another couple and receive the owners discount for both villas if they are booked under the owners name.

It is probably worth noting that MVCI properties are not hotels and they are not run like a hotel. Since most every MVCI property is now sold out (i.e. MVCI themselves really don't own the property or the room nights), only the owners can "give away" their weeks.
