32 bit applications are instaled into C:\Program Files(x86)\ You may find the EXE location from Task manager: Right click on the running application and select "GoTo Process" Right click on the Process and select "Open File Location"

I'm getting a similar issue. It seems to have started happening after I re-built my docker image on the post-february 2020 updates. I can't start any of my own services that were able to start during the building of the image itself. You can see the output of those services starting successfully in the logs.
