In 1866, the Tokugawa shogunate government established the Yokosuka Seisakusho, a military arsenal and naval base, with the help of foreign engineers, including the French naval architect Léonce Verny. The new facility was intended to produce modern, western-style warships and equipment for the Tokugawa navy.
The park is centered around the battleship Mikasa, which was commissioned in 1902, and went on to play a role in Japan's victory in the Russo-Japanese War. [1] In 1924, the ship's commander, Togo Heihachiro, led an "Mikasa Preservation Association" to "cultivate the national spirit" by establishing the park. [3]
