I downloaded the exe and two wim files, and successfully created an .iso and then used the Microsoft Windows 7 USB DVD download tool to create a bootable install DVD. But when I tried to perform the install, the installer only gave me the option for installation in French. This surprised me since the files appeared to be the English version.
What I am saying is that there is a text file in the iso to make the windows 7 installer only accept a retail key, if I open the text file oe.cfg or something in the iso and change the line from retail to oem and then save the iso and burn it to a dvd and then install windows 7 using the modified iso and use the product key from the bottom of my laptop is it still legal to use the modified iso?

So, basically Windows Vista is old operating system which is not Microsoft supported since Apirl 2017 and not sold (distributed) for many years. There is no official way to download Windows Vista ISO and there are very few (if any, at all) unofficial ways. Official HP Recovery DVD set might be availble (although I cannot guarantee personally).
