First, the basics. When a hunt mark dies, a timer begins ticking. All marks have a timer unique to themselves and they all tick with the server clock. The time since the hunt mark died will be your respawn time. They all have a minimum respawn time and a random variation of time in addition to that minimum spawn time.

If it hasn't spawned yet and the counter makes it all the way up to 36, Ixion will be forced to spawn. Actually, the green counter can go up to 72 hours, which, I assume, is when the FATE will force spawn. On my server, last time I killed him he spawned 67,5 hours into the green timer.

A way to see the estimated time of the next respawn. Again, this could be approximate, with a small amount of variability around the respawn (E.G.: 'Odin will spawn again on 5/24 at approximately 10:13pm' with the 'approximately' being a buffer of +/- some amount of minutes).
