The Norfolk Naval Shipyard, often called the Norfolk Navy Yard and abbreviated as NNSY, is a U.S. Navy facility in Portsmouth, Virginia, for building, remodeling and repairing the Navy's ships. Newport News Shipbuilding and Dry Dock Company in Newport News, Virginia was awarded the contract to build USS San Francisco on 1 August 1975, and her keel was laid down on 26 May 1977. She was launched on 27 October 1979, sponsored by Mrs. Robert Y. Kaufman, and commissioned on 24 April 1981 with Commander J. Allen Marshall in command.

On 29 October 2019, Newport News Shipbuilding began flooding the dry dock where John F. Kennedy has been under construction. The process of filling the dry dock with more than 100,000,000 US gallons (380,000,000 L; 83,000,000 imp gal) of water took place over several days, and it marked the first time the ship has been in water.
The contract to build Finback was awarded to Newport News Shipbuilding and Dry Dock Company in Newport News, Virginia, on 9 March 1965 and her keel was laid down there on 26 June 1967. She was launched on 7 December 1968, sponsored by Mrs. Charles F. Baird, wife of the Under Secretary of the Navy , and commissioned on 4 February 1970.
