I just downloaded the game and updated the geforce drivers, did the "scan for games and apps" and space marine 2 doesn't show up. AMD - Full Install will give you all the same features as Geforce Experience, the only difference is it's built into the same software while Nvidia separates theirs into two different programs. Selecting Minimal Install will be more akin to Nvidia's Control Panel but still offers automatic updates.

I would say this is just Nvidia geforce being badly organised, as all the other sliders look set to default settings, I also highly doubt the slider would go to "0% voltage" as this would be no voltage, and therefore no power, so I think this is adding voltage to the "100% voltage" already in place (for the love of god Nvidia just give us a fucking number, 100% OF WHAT).
There is no difference, some people just don't like geforce experience for whatever reasons and that's fine, just like it's completely fine to use it if you like it. Geforce experience install vs manual install installs the same driver, there isn't any difference between them. By manually, they could mean a complete driver wipe before install.
Okay I found the dumbest solution but it works. Have all games closed, open GeForce>Settings> scroll down select In-Game Overlay Settings(have this enabled)>HUD layout make sure everything is turned off (Status Indicator, Performance, Viewers, Comments, ALL OFF) hit back, done and close out of Overlay.
I sometimes hit optimize and then tune the settings in the game itself afterwards (Motion blur off, depth of field off, FoV slider to around 90-104, ...) As for installing Geforce Experience or not: In general I always install it. Easier driver updates and it adds the performance overlay, Shadowplay and a few other features.
x34r0um. •. if you havent found the solution, then here it is. run the game, Open NV control panel, under 3d settings, go to programs tabs, , add your game manually, apply changes and check back on the overlay. it should work now.
