UPDATE -- I think I've found the solution. You have to completely, totally, absolutely "Sign out" of all things iTunes Store/account by going to Account > Sign Out. Until then, even though you may not be actually "signed in", it thinks you are kinda signed in, or want to be.

Reset iTunes Store cache. I had this same issue today, and it was so vexing! I tried restarting, reinstalling iTunes, updating my DNS settings, throwing away and rebuilding .plists, and nothing seemed to help. I knew it was a preference/cache-type issue because iTunes worked fine when I created a new user account.
