I have tried resetting and reflashing both old and new versions of Windows 10. Both the same. Tried defragging all hard drives and made no difference. Full scans on avast, malwarebytes and Windows defender bring up nothing. Used both HDDsentinal and crystal disk info and both say the hard drives are good.

We had this problem with Windows 10 also. We found that if you have the computer completely plugged into the VHS player RCA connectors to USB 2.0 before you open the Roxio program it reads the incoming signal fine. If you open the program then connect the cables or use a slower/older USB port it won't recognize the incoming signal.
