Venice has an annual Halloween parade, kids start gathering at 4:00 pm at Centennial Park. The kids line up by age (there are signs for the age groups) and parents walk along with them and some of them dress up too. They parade for a couple of blocks and then can trick or treat at the businesses.

I live in Harris Village on the east side of M'ville. The kids here usually are out btwn 5:00 & 8:30ish trick or treating. I don't answer my door after 9:00 pm. There's a few houses here up at the front end that really do it up with lots of haunted,scary stuff that jump out & grab you. It gets very busy up there.
They'd all pile out, trick-or-treat, then drive another 1/4 mile or so to the next house. It was fun! I decorate the front of the house, have lit candles all down the porch and buy lots of candy....but it was a quiet night this year. In my 3rd grade class, 5 out of 23 kids said they didn't trick-or-treat, but did family activities instead.
