I suggest you to to contact Charter.net support as the issue is specific to computers with Charter.net. Also follow these steps to remove an account from Mail app. If you don't want to see email from an account in the Mail app anymore, you can remove the account.
Try the below mentioned steps; 1. Open Outlook->click Tools->Account settings. 2. Double click on e-mail account -> More settings. 3. Click on the Advance tab at the top. 4. Clear the check box Remove from the server when deleted from deleted item.

I have been on the phone with the Charter/Spectrum network engineers for a week now, and today they essentially told me that this is not their problem, that it is a problem with something that Outlook is doing, and that I should contact Microsoft. Here is my story: I've been using Charter for 7 months now. From day #1 I have had issues with internet connection. Here is what I experience... 1) The "network" icon on my task bar says it's connected. 2) The lights are lit up on the cable modem and all is well. 3) My computer says it's connected to the internet BUT it won't connect right away.
I just upgraded to a new computer with Windows 7 and Office 2010. I am using the recommended settings that Charter email suggests: pop.charter.net, smtp.charter.net, 110 and 25 for incoming and outgoing servers and when the settings are tested the outgoing email worked but can not receive. My POP3 works on my old computer.
It doesn't get there and I get no bounce back message. I have contacted my internet provider, Charter Communications, and they can see it leave their server. Now I can go to web mail with Charter and send to a verizon.net address and it gets to the recipient. I now think it has something to do with something specifically on my computer.
