Then if this is a new PC it will have been supplied with a free security suite, even if only a trial and its this that maybe blocking, as you cannot have mutiple security tools running.

This setting in Windows 11 is at Windows Settings > Apps > Advanced App Settings > Choose Where to get apps > Anywhere. If that's already set then you may have bought a PC that has S mode, which only allows Store apps to be installed.
