Import the DEM with a data clip into a default NCS meters.dwt set to the appropriate coordinate system. Then check that it imported correctly. Next export out a LandXML file of that surface and import into your standard usft .dwg. C3D converts LandXML units from metric to imperial and vice versa efficiently.

Thanks for your reply. This is a good description of how to import a DEM and convert the horizontal alignment. However, my problem is still the same. This process does not covert the vertical surface from meters to feet. The horizontal surface is correctly converted to feet, but the vertical remains in meters. BTW, the DEM I have is a GeoTIFF.

When changing the units to feet/inches, it converts the meters to feet rather than interpreting the original coordinates as feet. I use a FARO Focus 3D, and I wanted to export from FARO software in feet, but when importing into Recap it would for example show a dimension that is known to be 10ft as 10m.

Check the alignment style and make sure it is set to display in meters. If you started with an imperial template. It's best to start a new drawing from a metric template and insert all your work up ...

Scale your drawing using one of the following factors: ****1 meter = 3.28083989501312 foot.****. - Inverse = 1 foot = 0.3048 meter. After you have scaled the drawing to feet, your dimensions may need to be adjusted to that scale. (Most times they may not) Do that in Dimension Style Manager under the tab Primary Units.
