For myself, when I tried to add $50.00 to my wallet from a $50.00 VISA gift card, I found out that Steam had subtracted $1 from the VISA gift card.
I just recently purchased a $50 steam gift card and part of the numbers were torn off, i tried taking it back to the store i purchased it from and they said they couldnt do anything about it. so i sent the steam support a picture of the card and they havent been back to me in almost 4 days now Only support can assisst you

So lets say, your Steam store uses Dollars, then you can use any Steam Wallet cards with Dollar values, even if your store is not in the USA.
People selling "codes" on the internet purchased a gift card and are selling the code from the back of it. Though there are stores that print a code onto a receipt, these are still considered "gift cards". So wallet code and gift card are same? There is no feature on Steam to verify codes. Once you enter that code in, its activated to the Steam account. I would send that code to your friend and wait. I think that's all you can do.
