On April 19, 1866, the first anti-cruelty law was passed in NY since the founding of ASPCA, and the organization was granted the right to enforce anti-cruelty laws. In 1867, ASPCA operated its first ambulance for injured horses and began advocating for more humane treatment of animals such as horses, live pigeons, cats, and dogs.
In 1909 the Women's Auxiliary decided to establish a dispensary and out-patient clinic for all animals whose owners could not afford to pay for medical treatment. The clinic opened in 1910 on the Lower East Side of Manhattan. Veterinarians volunteered their services on a part-time basis. The clinic treated 6,028 animals in the first full year.
ACC was created in 1994 to assume the responsibilities of the American Society for the Prevention of Cruelty to Animals (ASPCA), after the ASPCA decided not to renew its contract to run New York City’s animal shelter system.

The ASPCA Humane Law Enforcement Division (colloquially, " ASPCA Law Enforcement ") was the law enforcement arm of the American Society for the Prevention of Cruelty to Animals (ASPCA) from 1866 until 2013, when the law enforcement division was disbanded. The agency enforced humane laws, and investigated cases of animal cruelty.
