Yeah, I ran into the same stuff. The sad part is that Microsoft won't work on fixing the problem and are determined to go ahead with rollout of the new Outlook regardless. I did get a suggested work-around which I've now implemented: I'm using Thunderbird as my mail server instead of Mail or Outlook.

Trying to set up email on our new computer running Windows 11. Came with Mail and Calendar program installed. Earthlink gives specific instructions to use pop.earthlink.net with a port of 110 and smtpauth.earthlink.net with a port of 587 as the POP3 addresses. But not seeing a way to ensure the ports are correct like in other email programs.
