I will soon playing a lvl 3 paladin and I'm unsure of what feat to take at lvl 4. My race will probably be Owlin, but my GM rules that we can fly in heavy armor with sufficient STR score (19). My paladin will be of the Oath of the Open Sea with the blessed warrior fighting style. He will fighting either with a glaive or with a whip & shield.

Booming blade is a great tanking attack. Mounted combatant was made for paladins. With your find steed spell you have an unlimited number of warhorses. Polearm master can give you a whole extra attack every round. It's even better if your DM is pretty careful about giving players opportunity attacks.
Defense. For raw personal defense, Tough is the easy answer for simple free hp. I feel like most tanks end up taking this feat at some point in their life. Inspiring Leader is a particularly thematic feat for paladins, and has the added benefit of being both great for roleplay and also fairly strong, defensively.
One of the perks of a STR based paladin is the use of greatsword or maul paired with Great Weapon Fighting style and Divine Smite. Level 1 Smite with an attack will do 2d6+2d8+STR and let you reroll all 1's and 2's. Tough to beat that much reliable burst damage at low level. I would take defensive duelist myself.
Fey touched and shadow touched are good for this. Mounted combatant is a must for your level 12 feat because the find greater steed you get at level 13 is 100% worth summoning and protecting. Tough and lucky are always good. Polearm master is good if you like quarterstaffs or halberds.
If you’re going sword and board, both shield master and warcaster are really good. If you are using your reaction often, shield master loses a bit of its juice. Lucky is nice to turn dis (the rare times you’ll get it) into super adv, and sentinel is good if you’re protecting squishy full casters often. 2. Reply.
