If the email address is valid (given it's a government-owned email address) there shouldn't be a reason why the domain is not being recognized. May I ask if you have tried to manually type in the email address in the TO: address line to make sure the email is formatted and typed correctly?

I when in and check Junk, sweep, spam filters and rules, looked in all the folders, and still not receiving anything from government departments that are trying to send me information. I deleted the email account and recreated the email account itself as directed by my ISP provider followed all the web advice I could find.
