Rather than telling you that "your iTunes is up to date", it should say "iTunes is up to date for the version of Windows that you are using".

To expand on what Jonny DEP has told you, iTunes on a Windows 7 (or 8) machine will tell you that iTunes is "up to date" but really, it should say " your version of iTunes is up to date for this operating system ", which might provide more information about what is happening. iTunes is claiming i need to update but it is the latest version.
