See the following from How to set up Apple Pay Later - Apple Support. You can use Apple Pay Later at participating online and in-app merchants that accept Apple Pay. LH1960ff.

And contrary to what the website states, it is not able to be used anywhere apple pay is accepted. Many popular sites such as Amazon, Walmart, Microcenter, Newegg ...
