I think you are referring to the Windows Vista version of Windows Movie Maker 2.6 that is basically a CPU-only version using the XP code for those on Vista that didn't have a powerful enough GPU. The version after that is Windows Movie Maker 6.0 which had both a 64-bit version and GPU rendering of effects and transitions.
Since Windows 11 is now using Video Editor for their software rather than the old Movie Maker Software that was available back in the day to make slide shows, the new app has taken away the transitions function that used to be on Movie Maker slideshow software but is no longer available on the current Video Editor software preinstalled with Win 11.

If you are still interested in using a "classic" version of Movie Maker, I would suggest using Windows Movie Maker 6.0 instead of the older CPU-only WMM 2.6. It has the same traditional timeline as 2.6 so you should have no problems using it but it is designed to use your GPU and takes advantage of 64-bit CPUs.
