    Same problem with the new Windows 10 Creators Update and exact same work-around via msconfig. For some USERS, WIN+R "control" Run Command does NOT open Control Panel in the Creators Update contrary to the Feedback Hub claim by Microsoft. Control Panel opens for a few seconds and then disappears as reported above for a previous Build.
