If you want to install the Windows XP mode on Windows 10, then you can do it by using Hyper-V functionality. To have Hyper-v then your computer should be 64-bit version and you should enable Hyper-v option from Windows features.

Was able to download/install the Windows XP Mode (500MB) without any problems. Clicked on the second button, it downloaded the update file. I went ahead and installed that.
