For what its worth I agree with this approach and the list is damn near accurate basing things of the general consensus for tier placing without focusing on 100% accuracy such as this character is in front of this character. Focusing on what tier each belong in is more respectable imo like the main point of this topic.

Well, I personally wouldn’t call Groh a low tier (mostly just a mid tier for me). He does have a decent neutral game and the tools to play it, alongside a really fantastic Soul Charge. He does however have a major weakness to i10’s, subpar damage outside of SC and a lack of reliable tech crouches.

She is indeed easy to use but ease of use never factors into tier talks. And her Soul Charge game isn't at the level of Azwel, Nightmare, Zasalamel, Groh, Yoshimitsu or Mitsurugi. If she had a better AS framewise, SC3 WS A+B properties or if 1K knocked down on NH regardless of range, then she would be a contender for High/Top.
They are definitely not top tier, even placing them in high tier is a bit too generous. And throw break chip damage is not something anyone should worry about since you're not going to win matches because of them. Good RO on juggles. 6)SC4 Kilik-Safety, Asura, half stage doable RO combo and a dangerous RO 50/50. 7)SC1 Hwang-SC1 Xianghua with 3AA, a longer 44B, SCCs and top 3 in throwing reach to that effect. Big damage on almost everything. 8)SC2 Xianghua-22B and Avoid coupled with her step were the biggest nuances of her.
Tier lists are old as hell and with continuos patches and different opinions on matchups by everybody, an official tier list will never happen like the old school era. Modern tier lists will always be subjective as in it will never be 100% agreed upon.
