I had no problems on its web site on Thursday after midnight PDT. However, I had to wait about 1.25 hours to finally get a human agent! Call Spectrum, stating that you would like to cancel your account. When you are transferred to an agent (most likely you will immediately get a retention specialist), state that you would like to cancel your service at the end of the current billing period. The retention specialist will ask why you are cancelling.

So they transferred me, during an online chat, to billing. I did not even know you could be transferred during an online chat. The next agent changed my packaged to 300 Mbps and provisioned my modem to that new speed, without the nonsense fee, and I will still be paying the same monthly price.
