HP Smart is a modern app, a such cannot be added to the desktop natively. To put it back in the taskbar click the search icon and search for HP Smart, right click its icon from teh results and select Pin to taskbar. To add it to your desktop you may try the following windows tweak, from my experience that should do the trick:
I just purchased HP Smart Tank 515 printer and set it up Wi-Fi, installed HP Smart App on iPhone IOS with no issue. I also setup macos Airprint and printed a test page then install "HP Smart Desktop" App via Mac App Store but it does not work on my Mac Mini M1 (macOS Big Sur 11.4) computer.

This is on a brand new computer with windows 11 home edition and a brand new install of HP Smart. I try to open HP Smart and it just gets stuck eternally on the blue "HP Smart" opening screen and just does not go any further. Have tried uninstalling and reinstalling to no avail... The printer is an HP Deskjet 2623 that is functioning correctly ...
